How to Read a Tender Eligibility Section: The Rule of Three & Technical Qualifications
Learn how to spot financial turnover ratios, similar work criteria, and restrictive qualification clauses in minutes.
The Notice Inviting Tender (NIT) contains hundreds of pages, but the 'Minimum Qualifying Criteria' (MQC) or 'Bid Evaluation Criteria' (BEC) determines whether your company can bid.
Rule of 3: Look for the 'Similar Work' formula. Most state tenders require: (a) Three similar completed works costing not less than 40% of estimated tender value, OR (b) Two similar works of 50%, OR (c) One single work of 80% capacity.
Pay attention to the word 'Similar'. In solar rooftop tenders, pure ground-mount or civil work experience may be explicitly rejected.
Verify the validity period of your Electrical Contractor Licence. If your licence expires prior to scheduled bid evaluation, discom evaluation committees may reject the bid.
Calculate your working capital ratio. Procuring entities often mandate unencumbered cash credit lines of at least 20% of the project value certified by your lead bank.
This guide provides general procedural orientation for public procurement in India. Rules and qualifying criteria vary by specific procuring entity. Always consult the official NIT document for authoritative terms.
