Data Methodology & Sourcing Architecture
How TenderPilot India indexes, extracts, and summarizes solar and electrical tenders from Indian public procurement portals—and why every contractor must independently verify the original documents before bidding.
TenderPilot India is an independent private subscription platform. We are NOT affiliated with GeM, CPPP, or any central or state government department. We do not submit tenders, provide legal or procurement representation, or guarantee tender awards.
1. Official Data Sources
Our automated indexing scrapers and editorial researchers monitor public, openly accessible procurement notices from authorized Indian e-procurement portals. We do not access proprietary, confidential, or non-public government repositories.
State e-Procurement Systems
Primary focus on power distribution and renewable energy agencies across:
- Maharashtra: MahaTenders (MAHAGENCO, MSEDCL, MEDA)
- Karnataka: KPPP Karnataka e-Procurement (BESCOM, KREDL)
- Telangana: Telangana eProcurement (TSSPDCL, TSNPDCL, REDCO)
- Tamil Nadu: TNTenders (TANGEDCO, TEDA)
- Delhi NCR: Delhi Govt e-Procurement (DTL, IPGCL)
Central & PSU Portals
National procurement portals covering large-scale and regional packages:
- GeM: Government e-Marketplace public bid notifications
- CPPP: Central Public Procurement Portal (eprocure.gov.in)
- Renewable Agencies: SECI, IREDA, and NTPC tender notifications
- Railways & Defence: IREPS and MES electrical packages
2. Collection Process & Record Classification
To maintain strict data integrity, all records in the TenderPilot ecosystem are classified into two explicit categories:
Demonstration & Validation Records
Sample illustrative notices created for user interface preview, matching tests, and capability demonstrations. These records are explicitly tagged as “DEMO DATA — For product demonstration only” and are never presented as live opportunities.
Live Verified Portal Records
Directly indexed from official state or central tenders. Every live record contains the official unique Tender ID, buyer organization, submission deadline, and direct outbound links to the issuing government portal.
3. Last-Checked Timestamp Policy
Public e-procurement portals regularly publish corrigenda, deadline extensions, and technical addenda. To ensure contractors know the freshness of each summary:
- Explicit Timestamp on Every Card: Each tender record clearly displays the date and time it was last verified against the official portal (e.g., “Last checked: 27 Oct 2026, 14:00 IST”).
- Verification Cadence: Priority tenders are indexed daily during working hours. When an official corrigendum is detected, the status and last-checked timestamp are updated.
- Search by Tender ID Recommendation: Because portal session tokens expire, our outbound action directs contractors to open the official portal and search using the exact Tender ID provided.
4. Preliminary Match Scoring Methodology
Our match scoring engine is deterministic, not subjective. It compares four basic operational criteria against published NIT requirements:
Checks whether your business is physically registered or licensed to operate in the tender's state jurisdiction.
Matches your core business domain (e.g. Solar Rooftop, PM-KUSUM Pumps, Substation Works) with the primary tender work code.
Compares your 3-year average turnover against standard public procurement rules (typically 30% to 50% of the estimated contract value).
Screens for mandatory statutory prerequisites (such as Class-A Electrical Inspectorate licence or MNRE test certification).
5. What TenderPilot Does NOT Verify
To avoid any misunderstanding, contractors must recognize the absolute limits of automated matching and discovery software:
- Technical Bid Compliance: We do not examine your detailed engineering drawings, BOQs, technical datasheets, or manufacturer authorization forms (MAFs).
- Financial Responsiveness: We do not evaluate pricing, bid margins, or financial viability.
- Statutory Standing & Debarment: We do not verify GST compliance status, litigation history, or government debarment/blacklisting records.
- Interim Portal Corrigenda: Buyers can release addenda minutes before bid closure. We cannot guarantee real-time instant notification of last-minute portal changes.
- Tender Award Decisions: TenderPilot is not involved in evaluation committee meetings, reverse auctions, or contract awards.
